President Andrew Johnson and Gideon Welles
Gideon Welles (1802-1878) was appointed secretary of the Navy by Lincoln in 1861, and continued in that post through Johnson's presidency. Under his leadership, the Navy was considerably expanded and reorganized. Welles consistently approved of Johnson's stand on reconstruction and supported his vetoes against Congress.
