The Wilmot Proviso
Representative David Wilmot, a Pennsylvania Democrat, introduced this proviso which declared that slavery should never exist in any territory acquired from Mexico. President James Polk called the Wilmot Proviso "mischievous and foolish" and said slavery had no connection with making peace with Mexico. The proviso passed in the House, but failed in the Senate.
