The Monroe Doctrine, as set forth in President James Monroe's message to Congress on December 2, 1823. Monroe wanted to see an end to European intervention or undue influence in the Americas. The doctrine was not ratified by congressional legislation, but there was renewed interest in the terms set forth by President Monroe in the 1850s.
