"The Secretary of War presenting a stand of colours (sic) to the 1st Regiment of Republican Bloodhounds"
During the second Seminole War (1835-1842), bloodhounds were used to hunt down and attack Indians. In the cartoon, the War Department under-secretary Joel Poinsett presents a flag that bears the image of an Indian's head carried by a dog.
