"Quixotic Tilting"
This "Puck" cartoon satirizes Senator Roscoe Conkling as author Miguel de Cervantes's Don Quixote, tilting at Pres. Garfield - a giant windmill from Cervantes's novel. Vice president Arthur and Senator Platt are dressed as Don Quixote's sidekick Sancho Panza and his donkey. "Senatorial courtesy" allowed senators (as opposed to the president) to choose federal officials in their own states.
