Charles Foster (1828-1904)
Charles Foster spent his youth becoming a businessman. From 1870-78 he carried his congressional district for the Republican party. In 1879 Foster successfully ran for governor and won reelection in 1881. He made use of his business acumen in government. In 1891 President Harrison named him secretary of the Treasury.
