William Buel Franklin (1823-1903)

William Buel Franklin was commissioned in the Topographical Engineers. Franklin was promoted first lieutenant in 1853 and captain in 1857. Before the Civil War he was the engineer in charge of constructing the Capitol dome. In 1861 Franklin was appointed colonel of the 12th Infantry and shortly thereafter brigadier general of volunteers. He was promoted major general of volunteers in 1862. Burnside demanded his removal from the army after the disastrous battle of Fredericksburg. Franklin was shelved for five months. His reputation suffered further after the failure of the Red River Campaign.
