Lord Lyons (1817-1887)

Richard Bickerton Pemell Lyons, 1st Earl, was a British diplomat. He was the British minister at Washington, DC (1859-64) when the Civil War broke out. He believed in a neutral position and warned his government not to give British support to either side in the war.
