The Fourteenth Amendment
Fearful that the Civil Rights Act of 1866 would be found unconstitutional by the Supreme Court, Congress rushed to pass the Fourteenth Amendment, which first appeared in June 1866. The Amendment assured full citizenship to all persons born in the United States and prohibited states from infringing those rights. It was ratified in 1868.
