John McNeil was a hatter from Canada who moved to St. Louis. In 1861 he was named colonel of the 3rd Missouri Regiment. McNeil was appointed brigadier general of volunteers in 1862. At the battle of Westport he did not attack when ordered and was therefore relieved of his command. The officer resigned in 1865 and was brevetted major general.
