Halbert E. Paine (1826-1905)

Halbert Eleazer Paine was a major general in the Union Army and a U.S. representative from Wisconsin. In June 1863 he lost a leg at Port Hudson, for which he was brevetted major general in 1865. Paine was elected as a Republican to three terms in Congress (1865-71). It was he who established the practice of taking meteorological observations indoors.
