General Winfield Scott (1786-1866)

Winfield Scott is shown here in uniform, probably in 1861, his final year as commander of the U.S. Army. Scott was the general in chief of the army during the Mexican War and briefly at the beginning of the Civil War. He proposed the Anaconda Plan, which required a blockade of the Atlantic and Gulf coasts, a thrust down the Mississippi, and a cordon along the border between North and South.
