Robert E. Withers (1821-1907)
Robert Enoch Withers was a United States senator from Virginia and an ambassador. During the Civil War he served in the Confederate Army and was colonel of the 18th Virginia Infantry. In 1873 he became lieutenant governor of Virginia. Withers was elected as a Democrat to the Senate (1875-89). President Grover Cleveland appointed him U.S. consul to Hong Kong (1885-89).
