Florence Fleming Noyes wears the costume of "Liberty" at the Woman's Suffrage Procession and Pageant entitled Allegory that took place in Washington, DC, on the steps of the Treasury Building on the eve of President Wilson's inaugural festivities. The procession and pageant were financed by the National American Woman's Suffrage Party.
