Emperor Nicholas I (1796-1855)
Czar of Russia from 1825 to 1855. Under his rule Russian law was codified and landlords' control of serfs was restricted. Nicholas I believed in censorship, the secret police, and the persecution of religious and national minorities. Taking over the universities, he eliminated liberal thought.
