"From the Toe-Path to the White House"

In this cartoon from "Puck," Rutherford Hayes stands on the steps of the New York Custom House. His oversized shoe, labeled "Removal," kicks Chester Arthur down the steps of the Custom House. During his administration, Hayes worked to reform the spoils system in civil service and introduce a merit system, under which officials would be chosen according to their abilities rather than their political loyalties. As part of this reform, Chester Arthur was asked to leave his post at the Custom House.
