David Homer Bates (1837?-1926)
Bates served in the civilian Military Telegraph Corps during the Civil War. He was the manager of the War Department Telegraph Office and cipher-operator during the years 1861 through 1866. Bates wrote "Lincoln in the Telegraph Office" in 1907 which describes Lincoln in his many visits to the cipher room and offers a description of military communication of that time.
