Joseph Dowling (1828-1877)
Joseph Dowling was a police justice in New York City whose decisions were noted for their common sense, acuteness, and humor. Dowling was born in Ireland and came to New York City with his family as a boy. He became sachem of Tammany in 1868 and after the downfall of the Tweed ring, he left politics and traveled in Europe.
