Isaac C. Parker (1838-1896)
Isaac Charles Parker was a lawyer, politician and a well known judge. He was the U.S. Representative from Missouri from 1871 until 1875. In 1875, President Grant appointed Parker to be judge of the U.S. District Court, Western District of Arkansas, based in Fort Smith, a position he held until 1896. Desperadoes were a problem in this frontier district that contained Indian Territory. Parker was a stern dispenser of justice and became known as the "Hanging Judge." He sentenced 79 men to the gallows in his 21 years of the bench.
