Benjamin Franklin Tracy (1830-1915)
Benjamin Franklin Tracy became a brevet brigadier general in the Civil War who managed the Union's prison camp in Elmira, New York. From 1866 to 1873 he was a federal attorney in New York. As secretary of the navy under President Benjamin Harrison he instituted administrative reforms and began building a powerful modern navy.
