Joseph Bailey (1827-1867)
Joseph Bailey was a military engineer during the Civil War who saved Admiral Porter's fleet during the Red River campaign by constructing two dams on the river which raised the river enough to allow the fleet to navigate the rapids. Bailey achieved the rank of Major General and for his service Congress, by joint resolution, tendered him the nation's thanks.
