Count Sergei Yulyevich Witte

He was a railway administrator who became the Russian minister of communications and minister of finance. He introduced the gold standard, reformed finances, encouraged the development of Russian industries with the help of foreign capital, and opened up Siberia to large-scale colonization with the construction of the Trans-Siberian Railroad.
