Herbert Hoover in Belgium

Here is Herbert Hoover (second from right) in Belgium, before he became president, with members of his American Commission for Relief which helped save millions of Europeans from starvation during World War I. Hoover encapsulated his strong beliefs in American volunteerism and generosity in his book entitled "American Individualism."
